Legal Aspects of Code Administration

A training seminar sponsored by the Indiana Association of Building Officials, Inc. a chapter of the International Code Council, Inc.

This course consists of six contact hours and earns 0.6 ICC PPN CEU's.

Course Description:

Provides code officials with guidelines for administering the legal aspects of codes with regard to enforcement, prosecution, and maintenance. In this course participants will discuss historical consequences of ignoring the regulation of building construction and materials, and learn how to interpret and applying local government, state, and federal legislative laws, pertaining to the administration and enforcement of a building code. Participants will also be able to define and apply concepts which are legally important to the administration and enforcement of a building code and establish or document rules of procedure used before a board of building code appeals. By using the guidelines presented in the course, participants will learn how to effectively testify in a court of law.

Learning Objectives

Describe why efficient building code report writing is essential to code enforcement.
Write a report that: minimizes legal liability communicates clearly enough so that the potential for prosecution will be minimized & produce the result in court that you want.
Explain the different types of reports that a typical Code Official may need to write.
Describe the advantages/disadvantages of different types of inspection report formats.
Apply the following steps to successful report writing: 1) Implementing the elements of an efficient report. 2) Using terminology to correctly describe issues. 3) Gathering details to write an inspection report. 4) Writing effective sentences that clearly and professionally describe issues. 5) Spelling and Grammar

Instructor:

Linda S. Pieczynski

Linda S. Pieczynski is a former assistant state’s attorney and municipal prosecutor in DuPage County, Illinois. She is an educator and a consultant, teaching and writing about the legal aspects of code administration including building, property maintenance, fire, and zoning codes. She conducts trainings nationwide for the International Code Council (ICC). She is the author of numerous code related books including The Building Process Simplified, The Residential Inspector’s Guide to Codes, Forms and Complaints, The Fire Inspector’s Guide to Codes, Forms and Complaints, The Building Official’s and Inspector’s Guide to Codes, Forms and Complaints, and The Property Maintenance Inspector’s Guide to Codes, Forms and Complaints, all formerly published by Cengage. She also has served as editor of revisions to the Legal Aspects of Code Administration published by ICC.

Registration Deadline:

The registration deadline is October 11, 2026 at 11:59 pm. No registrations will be received after October 11.

After registration is successfully submitted a confirmation email will be sent to the email address entered during registration.

Cancellation Policy:
All cancellations must be received in writing no later than October 11, 2026 to avoid penalty. All late cancellations and no shows will be billed $50. Faxed cancellations must be verified they were received. It is the responsibility of the registrant to make the verification. Emergencies will be dealt with on an individual basis.

Indiana Association of Building Officials is committed to complying with the requirements of the Division of Fire and Building Safety, as they administer the education fund.

As Indiana Association of Building Officials submits the request for funding on behalf of the membership, IABO will not submit an attendee’s name who does NOT attend the entire class; failure to attend the entire class renders that attendee ineligible for funding.

Course Description:

This seminar presents the process of conducting commercial fire inspections, specific to Indiana, following the provisions and requirements of the 2014 Indiana Fire Code. Specifically, the seminar provides participants with checklists that enable those performing commercial fire inspections to determine whether the materials, design, construction, installation, and location of building components comply with the code.

Learning Objectives

Explain the importance and benefits of a fire inspection.
Describe the four types of commercial fire inspections.
Identify the occupancy type of a building.
List the five types of construction.
Demonstrate effective verbal, written and nonverbal communication skills during all phases of the commercial fire inspection process.
Perform the common steps in the commercial fire inspection process.
Explain concepts of code requirements in each of the major commercial fire inspection areas.
Locate and apply commercial fire code requirements.
Conduct research to identify applicable code or standards given a fire and/or life safety issue.
Reference Indiana state amendments where applicable within the presentation.

Instructor:

John Swanson

John Swanson serves as a Technical Trainer with the International Code Council (ICC), with a career spanning more than three decades in fire protection and life safety. He previously worked with the National Fire Sprinkler Association, advancing industry education and supporting code development efforts related to ICC and NFPA standards.

Prior to NFSA, John spent 20 years with the Minnesota State Fire Marshal Division as a Deputy State Fire Marshal, where he served as both an inspector and plans examiner, playing a key role in code enforcement and the adoption of the Minnesota State Fire Code (IFC). He began his career as a firefighter with the City of Lakeville, Minnesota, where he served for eight years.

Following his son’s autism diagnosis in 2013, John has become an advocate for fire safety considerations for individuals on the autism spectrum, collaborating with code officials, design professionals, and media outlets on this important topic.
