    Course Description:

    This seminar will address provisions in the 2012 International Building Code and referenced standards relating to the design and construction of care facilities such as medical care, custodial care, ambulatory care and day care facilities.  It will focus on the specific decision making needed to apply the provisions appropriately by highlighting the differences between the various types of care activities.  The seminar will include a discussion on how the length of stay, number of care recipients, degree of care and capability/incapability of self-preservation all relate to the occupancy classification and resultant code requirements.  Smoke compartments, dwelling and sleeping unit separations, incidental use separations and other special conditions provisions are also addressed.  Unique provisions will be highlighted in the areas of accessibility, type of construction, fire protection, means of egress and interior finishes.  During this seminar, participants will listen to lecture, discuss examples and participate in activities that pertain to applying sections of this IBC to care facilities.

    Course Objectives:

    Upon completion, participants will be better able to:

    • Determine the appropriate occupancy classification based on the attributes of the respective care facility.
    • Explain the three different levels of care facilities addressed by the IBC.
    • Describe the significant special provisions for the various levels of medical care facilities.
    • Explain the different fire protection features required in each type of care facility.
    • Identify the special provisions that show how care facilities are regulated differently from other types of uses, including egress, accessibility, allowable areas and other aspects.

    Course Description:

    The Indiana Pool Guide is an in-depth review of both residential pools and spas as well as commercial pools and splash pads. This guide will walk the student through the entire process of each application from the planning and permitting phase through the final inspection. The guide will cover each type of pools construction, bonding requirements, power requirements, safety requirements, and some common health dept. requirements. The AM portion of the class will cover residential pools and touch on decks and portable pools. The PM portion of the class will focus on commercial pools, as well as other factors that add complexity to these pools such as occupant loads, egress, restrooms, etc.…

    Instructor:  Kenneth Seal

    Husband, Father, Soldier, Building Commissioner.  Kenneth Seal has held many titles over the course of his life and career.  Starting in the construction industry at the age of 14, Kenneth has spent nearly three decades working in roles including laborer, carpenter, foreman, and superintendent.  While honing these skills Kenneth also heard the call to military service and has served in the United States Army for more than two decades, including seven overseas tours.  Kenneth’s foray into inspections began in 2015 with the City of Indianapolis and continues today with the City of Greenwood, where he serves as building commissioner.  Kenneth also serves as the Director of District 5 for the Indiana Association of Building Officials (IABO), and he was the 2022 Nick Nicholson Education Award recipient from IABO.

    Course Description:

    Debuting in September of 1989, The More You Know is a series of public service announcements broadcast on NBC featuring messages emphasizing the value of education and the importance of reading.  Based on that theme, this seminar is will provide attendees the tools to find, read, understand, and apply the various Indiana laws that affect local building departments.  Understanding how the Indiana General Assembly’s actions affect what a building department may do, may not do, or may be required to do, this course aims to help attendees learn where to find the hidden gems, and avoid the landmines, in Indiana law.

    Some of the topics that will be discussed are:

    • Can a local building department license contractors?
    • Can you have a Rental Housing Program?
    • Are there laws that regulate requirements for inspections?
    • For what trade(s) are state licensure required?

     

    While this course specifically addresses Indiana law, nothing in this seminar should be construed as legal advice.  Discussion of various scenarios is encouraged, but specific legal questions should be posed to your jurisdiction’s legal counsel.


     

    Instructor:  Shelly Wakefield, CBO

    Shelly Wakefield, CBO, has over 45 years’ experience in building code enforcement, inspections and plan review.  Shelly is currently a Project Manager, Planning and Building Services, with Jacobi, Toombs and Lanz, Inc. Consulting Engineers and Land Surveyors.  As a Project Manager, Shelly performs building code plan reviews for code compliance for the issuance of building permits for the City of Indianapolis, Town of Sellersburg, Town of Clarksville and City of Rushville, as well as a planning and zoning consultant for the City Rushville.  Shelly retired from the State of Indiana, Department of Homeland Security, Division of Fire and Building Safety, formerly known as the Indiana Department of Fire and Building Services, State Building Commissioner’s Office (prior to 2005).  During her tenure with the State, Shelly served as Director of Fire and Building Code Enforcement, Acting State Building Commissioner, Acting Director of Plan Review, Manager of Code Adoption, and Director of Building Code Enforcement (prior to legislative change building inspection and fire inspection were two separate division).  Prior to employment with the State, Shelly was employed by the City of Columbus/Bartholomew County, Indiana as Assistant Code Enforcement Officer, performing building and zoning inspection as well as plan review.  Shelly is a two time President of IABO (2004-2005 & 1996-1997) and has served on a majority of the Association's committees.  Shelly's passion lies with code education, as there is always something new to learn and she enjoys sharing code knowledge with others.  As a Certified Building Official (CBO), Shelly holds additional certification as a building inspector/plan reviewer, plumbing inspector/plan reviewer, fire inspector and combination residential inspector to name a few.  Shelly is a sitting member of the Plumbing Test (residential, general and plan review exams) for National Certification Program for Code Construction Inspector (NCPCCI).

    Course Description:

    The world of Building Safety is indeed as vast and deep as the oceans, and much of what is to come is still unexplored territory.  So the sea seemed to provide a good metaphorical way for us to set sail, to embark on our voyage to explore the duties and influences that create our value to the communities we serve.  But, we’re inspectors, not sailors, so instead of sailing the Seven Seas, we’re going to explore our own 7-C’s.  Why are Context, Communication, Consequences, Consistency, Competence, Character and Customer Service so important to the Building Safety Professional?  How do we uphold the ideals we share for safety in the built environment, and use them both to enhance our relationships with our community partners?  How do we “OWN” the titles of both professional and servant; raise our profile, and be recognized for the value and the positive difference we make in our hometowns?  Join us in this voyage!

     

    Instructor:  Dan Dockery

    Dan Dockery was the Chief Building Official for Winston-Salem/Forsyth County Planning and Development Services.  He has been a CEO for 18 years and prior to that was an Unlimited Licensed Builder, and a member of the North Carolina Home Builder's Association.  He has served as the President of the North Carolina Building Inspectors Association, and is currently Vice-Chair of the Governing Committee of the ICC Building Membership Council.  Dan is a proud supporter of the code's value in growing successful communities, and in the benefit of having Inspectors serve as "builders" of their community through the partnerships they establish in serving their own jurisdictions.  In sharing the 7-C's with his mentors and peers Dan finds satisfaction in helping establish behaviors that ensure our professional commitment to our hometowns, and help us realize our own and our professions worth, while we Raise the Profile of our calling as Building Safety Officials and community servants.

    Course Description:

    Code enforcement and inspection duties can be stressful.  Encountering a threatening or dangerous situation may occur during your daily duties.  Having a prepared safety mindset, strong communication skills, awareness and de-escalation skills is imperative.  This class will go over the basics of the Guardian Mindset, Communications Skills, De-escalation Techniques, Safety Culture, and Situational Awareness.  Participants will learn best practices for identifying potentially threatening situations and planning an action to respond.

     

    Instructor:  Greg Smith

    Greg is an experienced educator with a demonstrated history of working in the public safety industry for over 25 years.  His work experiences include Park Ranger, Park Ranger Supervisor, Correctional Officer, Code Enforcement Officer, Loss Prevention Supervisor, Housing Inspector, and Lead Inspector in Arizona, California and Minnesota.  As a trainer and professional presenter for government, public and private sector groups, Greg provides expert subject matter material on topics including code enforcement, housing inspections, safety, policy, and procedures.  Greg is a certified Property Maintenance and Housing Inspector through the American Association of Code Enforcement and the International Code Council, a Certified Situation Awareness Specialist (SAS), an AVERT Active Shooter Response Trainer and holds a Bachelor’s Degree in The Administration of Criminal Justice from the University of Phoenix.  Greg’s training experiences include Academy Instructor for the City of Phoenix Park Ranger Academy, Field Training Officer/Supervisor for the Cities of Phoenix and Mesa Arizona, Loss Prevention Supervisor for the JCPenney Company, and Lead Inspector for the City of Duluth.

    Course Description:

    Presented by Hoover Treated Wood Products, this seminar will explore the uses, code requirements, and where applicable the testing and labeling of wood in the International Building Code.  Discussion will include the allowable heights and areas, lumber grading, fire resistance of untreated wood, as well as the code requirements and code recognition of fire-retardant treated wood and preservative treated wood.

     

    Instructor:  Jim Gogolski

    Jim Gogolski is a Code/Technical Representative with Hoover Treated Wood Products, Inc., educating architects, engineers, building code officials and fire officials on the many uses of fire-retardant treated wood in the building code and industry standards.  Before Hoover, Jim worked with APA – The Engineered Wood Association as a Field Representative and administered their field inspection service. He also worked for a wood preservative supplier and the Southern Forest Products Association.  Jim’s technical knowledge as well as experience in the building codes, the uses of wood in construction and field inspections brings a unique perspective to his programs.

    Jim is a member of the International Codes Council and the National Fire Protection Association. At NFPA, he is on their 1140 Committee, Standard for Wildland Fire Protection.

    Jim holds a B.S. in Wood Products Technology from The Ohio State University, Columbus, and an MBA from Xavier University, Cincinnati.
